What do you lose without the plan?

What they receive is 7,200 seconds of cloud storage per Sync Module — two hours of clips, with the oldest deleted to make room for new ones. It is a real free tier, it is documented by Blink, and it is almost never mentioned. If you already own one of these, you are not paying for storage and you never were.

Is Blink the cheapest camera to run without a plan?

No, and this is the comparison worth making before you buy into the hardware. Running Blink with no subscription means buying a Sync Module 2 or XR and a drive to put in it. Cameras from Reolink, Tapo and Lorex record to a card by default, with no module in between.
